Screen not being disabled after rebooting from web config

Expected Behavior

After disabling the display in web config then rebooting into controller mode the display should be turned off

Current Behavior

The display screen shows the last image before the reboot.

Context

• Only tested on 0.7.10 and 0.7.11 RC3

Steps to Reproduce

Please provide detailed steps for reproducing the issue.

1. Boot into web config mode
2. Display config page
3. Disable the screen and save
4. Reboot into controller mode without disconnecting the cable
