Encode trailing dots in design-element titles #309
Description
When a design element's name ends with a dot (e.g. an Image Resource named Need Client No.), it seems that at least Bitbucket's Git LFS server can't quite deal with it properly. It'd make sense for NSF ODP to encode these trailing dots one way or another.
