Question Regarding Project Proposal

I wanted to know that in the first project which is a project proposal is that we have to propose a project which will utilize those privacy preserving techniques and how those techniques are helpful in solving the issue or do we need to mention what products are built using these technologies already.
Can someone help me with the question of mine that what should be mentioned about when proposing a proposal whether it is how the system or product which you are going to build or mentioned in the proposal is going to use those technologies or what all products are already there using those techniques.
Also one last question is how long that proposal should be min 1 page max 4 page or it has to be a 4 page proposal compulsorily.
