Like your endeavor for an offline internet, Obsidian.md Click here to goto its homepage is an Offline tool for networked thoughts, unlike Roam Research or Notion, it is completely offline App. I invite your community to join us there, I actually pulled in here to request you all to make a similar plugin for this app. Obsidian supports custom plugins in Js or Typescript. If you think it is not feasible, no problem, don't make it. At least you may explore the app. I am no representative of that app, I am just a user, who is exited about that app
