Upgrade `alchemiscale.org` root instance to use `cudatoolkit` 12

We want to decrease the size of our images, but also need to check as part of this change that we are still able to perform compute on older hardware/clusters, such as Lilac.

Locally v12.4 seemed to work. GIven that the "consumer" drivers are still on nvidia-550, it's probable that most people are going to max out somewhere around that version.
