allow administrator to customise the Base Maps layer list

Under Administration I'd like an option to customise the Base Maps layer list, to

• enable/disable which layers appear to users in the list
• add custom layers to appear to users in the list
• set the default layer for users

Yeah I'm happy to work on it, but it likely won't be until next year.
