Instructions for Setting Up Rsync on Windows

GIVEN Alex has a Windows computer with Minecraft instances she would like to sync with EnderChest

WHEN she goes to the EnderChest installation documentation

THEN she finds instructions on how to set up Cygwin and rsync along with any special guidance for installing EnderChest so it's useable inside Cygwin, even if those instructions are covered solely by a blurb and an external link in an admonition

SO that she can sync her Windows-based EnderChest without relying on the file:// protocol and an external syncing tool

Notes

• Usage instructions should also provide Alex with specific instructions for running rsync inside Cygwin
• CI testing should be updated to mirror installation instructions, and tests should be updated to mirror how Alex will be using EnderChest

This need not be top priority if implementing samba syncing (#43) is easier.

FYI, tests currently fail running on Cygwin, starting at TestURIToSSH::test_simple_parse, which fails pretty hilariously.
