Classic Explorer not saving toolbar icon position on exit

Every time I open an explorer window the Classic Explorer toolbar icons cover the File Explorer toolbar menus.

I have tried to follow the advice in this discussion but could not make the fix work

I just want to move them to the right and have them stay there.

can anyone help please
