Add an option in setup to only enable for one user

I've wanted to install Open-Shell recently, but noticed it automatically will load for all user accounts. I'm aware that there is a feature to disable it for your account, but you'd need to go through each account and disable it. That process would take a while, and there's one account I can't even access.
For some context, I use a shared computer, so there's of course going to be several user accounts from the people who use this computer, and they don't care about this stuff and don't want to use it.
