Consider suppressing CacheStats logs in api-webapp log not using the SIRI API #274

From Sheldon A. Brown comment following my question about the mentioned log
"I should make that logging configurable. For OneBusAway instances
that make heavy usage of the SIRI API, the CacheStats is a
configurable caching mechanism to lighten the load on the server"
It would be nice to remove the noise of this unnecessary log when the mentioned condition applies.
