Reference test is timing out

There is a reference test which is timing out after 5 minutes. Not really sure why though. Might be flaky.

Looks like the default timeout (5 mins) is just too short for this runner.

For now, I've added --test_timeout=1800 (30m) to my command.

A long-term solution should change the default timeout for spec tests in bazel somewhere.
