Possible plugin provider API

With Forge and Bukkit/Spigot being depriotized and possibly being split from the main project it should be discussed how Obsidian will support or adapt plugins for different platforms.

Idea is that a plugin can also provide "sub-plugins" or plugins in general, it takes care of loading its own plugins and managing them.
