Subtype T02 without winner

I have a question about subtype T02:

Should it be possible to publish a T02 form without a winner? If so, the OPT-315-LotResult field should be forbidden if BT-142 is not “selec-w”.

If T02 forms should only be published if there is a winner, the value “selec-w” should be preset for BT-142 and BT-144 should be removed from this subtype.

A T02 notice should indeed only be published if there is a winner.

We will therefore introduce a rule to ensure that only one code can be selected for BT-142-LotResult for subtype T02, namely "selec-w". (We will introduce a rule to ensure just one code can be selected, but you could pre-set it to "selec-w" on your end if you want.)

We will also introduce a rule to make BT-144-LotResult forbidden for T02 (and not just conditionally forbidden).
