[bug] adjustments to the comment option dropdown

Context

You can see this menu in all the comment sections now.

When I open the menu, and I click outside, nothing happens - for users can be quite frustrating.

To Reproduce
Steps to reproduce the behaviour:
-Open option dropdown in comment.
-Click outside

Expected behaviour
-Close the menu when clicking outside
