[FEAT] - Starr history cleanup

Cleanup Starr histories for entities keeping most recent relating to the current on disk file or lack of

additional options:

• keep X
• purge ignored download history only (I.e. torrent hashes to allow easier reimporting)
• purge older than X
  • unless is on disk file
