Description

When submitting a change request via Project or Work Request edit page, text boxes should save inputs even if the modal is closed and re-opened. So if someone needs to close the box and change something quickly, they don't lose their progress

Acceptance Criteria

When you close and reopen a change request modal, whatever you previously filled in is still there

Proposed Solution

You'll probably need to control the form input useState at the project level
