Run native on windows

I need to run nginx natively on windows in order to route the traffic inside a vpn client (only available for windows).

• I can't use docker (since it has no access to vpn client network)
• WSL is not an option, I need to route traffic from an hyper-v vm
• Nginx can run native on windows

It would be possible to run nginx-proxy-manager on windows natively without docker? Or is it possible to run only the UI inside docker and instrument the nginx proxy on windows host?
