Turbulence Intensity map

Hi, I have a feature request: compute the effective Turbulence Intensity at an arbitrary set of points, just like fmodel.sample_flow_at_points does for the wind speed. Could that be possible?

See here for a recent request for the same feature: #1117

The upshot is that while we don't have this in place yet on the main FLORIS, @hannahgielen has been working on a prototype and I think will be planning to open a pull request with that in the coming month or so (no pressure :) ), which we'll then work with to get it ready for merger.

In the meantime, @Bartdoekemeijer 's suggestion on #1117 is a good way to get what you need.
