Modify Package and app backend for production calc using SWI - Spline with Inversion

• Upload New data to cloud that contains only normal quantiles and have to apply SWI conversion on the fly during runtime.

• to apply SWI conversion on windspeed and production calculation:

1. modify the package code and build again since package handles code for average windspeed calculation.
2. modify power curve manager too to do the same for production calculation.
