Add 240 bus power flow test system to PSB

The PSS/E exporter tests in PowerFlows.jl currently rely on a local file called system_240[32].json. My understanding is that there is outstanding work to improve the power flow characteristics of this system; when that is done, it should be integrated into PowerSystemCaseBuilder to facilitate that testing.
