[8pt] Add tools to quickly download filtered HAND files to OWP servers #1678
Description
As part of the new EPIC 1641: Workflow Pipelines - build long chain scripts for quicker deploy and copying, one of the components required is a small tool that can help download the filtered key files to OWP servers from FIM S3.
This leverages new workflow and aws S3 code architecture to quickly know exactly which files are required for downloaded for tools which need to be processed on OWP servers. The two tools, the CatFIM family and FIM Performance, points and polys, (eval_plots.py), call the WRDS API address. That address is only accessible by OWP servers at this time.
