[8pt] Ripple / HAND FIM overlaps

There are a few instances where HydroVIS is drawing HAND over areas that Ripple is already covering. HydroVIS uses the feature_ids from Ripple to identify reaches that it needs to use HAND, but there could be something going on in these places where a Ripple "reach" actually covers more than one feature_id or maybe there's a crosswalking issue either on the HAND or Ripple side.

Ripple is in yellow, HAND is blue. This is HUC 12040103.
