[3pt] pull_osm_roads, add optional ability to provide list of hucs for testing #1648
Description
In our pull_osm_bridges, we have an optional feature to provide a list of HUCs that can be used to filter tool. This is primarily used for quicker testing but has a lot of value.
Add that same feature to the pull_osm_roads please.
Note: This update will be its own branch and PR, but will be used to test changes in [PR 1647[(https://github.com//pull/1647) Add multiproc to get usgs rating curves script. That PR is making updates to a couple shared functions of setup_mp_file_logger and run_with_mp. We will aim to fix this quickly in order to help test PR 1647
