[5pt] Bug Fix rating_curve_get_usgs_rating.py and re-run full release #1596
Description
We recently merged in a fix which affects CatFIM and rating_curve_get_usgs_curves.py as CatFIM needed the fix merged right away.
However, I think it broke rating_curve_get_usgs_curves.py. PR: Update ngvd_to_navd_ft conversion function to fix lat/lon bug and incorporate Alaska #1574 .
We do however want a full new set anyways of usgs_rating_curves anyways. The tasks: fix the bug and arrange for a full new set of usgs_rating_curve files including copying to all four other enviros and updating bash_variables as we do with all new inputs. We want a new set as it fixes AK correctly.
Also: Nice to have.. I wonder if we should rename it from 'rating_curve_get_usgs_curves.py' to just 'get_usgs_curves.py'. Just a thought.
