Damage Assessment Based on Depth-Damage Curve

I am working on damage assessment after a flood event based on water height. The water height part is done and now I wanted to calculate valuation loss as per depth damage curve. I saw a depth damage curve under section 2.6 of your testbed article of Atlantic County, NJ.
What is the reference to that curves? How can I make one of those for my area? or is it general and I can use same curve for my analysis as well?
Also, there are too many types of buildings in your graphs, is there any detailed legend on what that means. ( Com1,com2,gov1 .. ).
This might be a naive question, I am new on this filed and don't know much in detail. Thank you.

The reference to the curves is FEMA's Hazus Flood Model Technical Manual. How the curved are generated, the applicable area of the curves, and the description of the occupancy type (e.g., COM1, COM2) are also described in the manual.
