Accept Bruker data that doesn't have pdata folder

When the user uploads Bruker folder that doesn't include pdata folder (like in https://radar4chem.radar-service.eu/radar/en/dataset/UQTZqitQWHPkOUiq), the user gets an error in step 1/3, while same folder works fine in NMRium
