Determine steps to use the curated dataset

The citation collection and analysis scripts at present do not take advantage of the fully curated combined dataset (because they operate on the separated per-repository tables, which are based on an earlier, pre-curation version of the combined dataset). Steps need to be determined to change this to use the curated and combined dataset.
