What exactly does "sendMouseReport" actually do and when would you call it or not call it? Thanks!

When you set up your mouse device, by default it will automatically send any changes made to the mouse state to the connected endpoint. If you want to defer sending these messages until you've finished modifying the state, then you need to call sendMouseReport() to send everything in one go.

got it, so use sendMouseReport when setAutoReport is set to False... thank you!
