Description

Npc is a trainer for a certain skill but has their level in that skill set to a low level.

Trainer npcs whose skill level is smaller than the player's might not be able to train you.
When npcs are set their skill level explicitly, and not auto calculate the skill level, then it is required to set an offset manually to adjust the skill level.

Effects

Trainer npc might never be able to train you.
