This is a small bug, but has lasted for versions. As the title says, the icon is missing a black version for light color schemes.
Open the accent color settings in light scheme.
The wallpaper icon should be in black when the app is in light scheme.
The wallpaper icon is always in white.

Steps To Reproduce
Open the accent color settings in light scheme.
Expected Behavior
The wallpaper icon should be in black when the app is in light scheme.
Actual Behavior
The wallpaper icon is always in white.
