Commit message doesn't change in Rider

Using Rider 2023.3
CommitPrefix 1.4.1

I've tried running Rider in New UI and classic, same result
Tried runnning Version Control -> Commit -> Use non-modal commit interface: on and off, same result

Rule:

Steps

1. Open Rider and the solution used in Rule configuration
2. change something in a file
3. Go to Rider Commit
4. select changed file
5. Write some commit message
6. Commit

Expected
after step 3, a visual indication of commit message prefix
after 6, commit message is prefixed

Actual
can never see the prefix in commit message
