Bump tough-cookie and semantic-release

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [semantic-release](https://github.com/semantic-release/semantic-release). These dependencies need to be updated together.

Updates `semantic-release` from 10.0.1 to 24.0.0
