Better support for the units attribute in background and error files

## Description
Files with a time units attribute specified in days are not supported. Add support for using units of `days since ...` To allow the reading of files in this form.

## Acceptance Criteria (Definition of Done)

A file with time in units of day's can be read in by orca-jedi, with a test covering this case.
