Phase response shifts at high count rates

Phase response appears to decrease by ~5 degrees at high count rates. Nick and I think that it could be the baseline filter being artificially pulled down by photon pulses.

To test if it's the baseline filter we should analyze some raw phase data at different count rates.

If it is the baseline filter, the solution is either to change the baseline filter (hard), or use a mean subtracted matched/optimal filter (easy).
