This prerelease fixes a number of bugs:

• Fix IDataPortalFactory DI error  #2770
• 'Csla.Blazor.WebAssembly.dll' shouldn't be part of Csla.Blazor package #2771
• No GetDataPortal method in IRuleContext and IAuthorizationContext #2791
• LocalProxy should use a consistent app context type #2775
• LocalProxy needs to property create (or not) DI scope in aspnetcore #2793
• aspnetcore ApplicationContextManager doesn't pick correct mgr type #2794
