Non-standard keyboard behavior with Complemenary Navigation

STEPS TO REPRODUCE:

1. Enter Admin mode
2. Navigate to the Project details for any project
3. Navigate to the Complementary Navigation region (The list with Analytics, Properties, Layout, Access, etc.)

OBSERVED BEHAVIOR:
You have to tab through each of the options to get to the main content of the page, which means that users have to tab through all 13 options (Analytics, Properties, Layout, Access, etc.) to get to the main content. This issue, coupled with issue #28, means that users have to spend a lot of time unnecessarily tabbing through this navigation region.

EXPECTED BEHAVIOR:
Users should be able to tab into the Complementary Navigation region, use the arrow keys to navigate between each of the options, and then their next tab press should take them out of the region and into the main content of the page.
