uvfits IATUTC is hard coded #29
Description
IATUTC is currently being written out with a value of 33. This value should reflect the difference between TAI and UTC at the time of the observation, which is the number of leap seconds. hifitime will make this really easy. The associated uvfits comment should also be updated to explain that the value is leap seconds.
