dataset can not be download

It shows 'failed to retrieve file url. cannot retrieve the public link of the file . you may need to change the permission to "anyone with the link" ,or have hade many access.'when i ask this url ('https://drive.google.com/uc?id=119xWUEtRx5T92uThnpbMydY4Tz4HIycO'), it shows error 404 not found.Can i ask which cause this problem is because i don't have access?if so, can you open the access.thank you very much.
