MitchSr did some clean up of the swerve development repository

I did a little clean up to get ready for the next round of swerve development.

• Changed the name of Leo's branch to work on setting up shuffleboard to make it consistent with our template for branch names.
• Deleted Matt's branch that made some changes to RobotContainer to make it more like last year's code. I think we decided to wait on those changes. Just in case, I copied to RobotContainer file with the changes and have that copy on my laptop.
• Made a few comment changes in Constants and DriveSubsystem files. Hopefully they will make this code a little easier to understand for new programmers. These changes have been commited to the startup-tst branch.

Remember, right now we are working to get the swerve drive operating correctly on the startup-tst branch. Please do all your work on a topic branch from startup-tst and name it with this template: name-topic-mod-mm-dd. If you need to work on something not related to getting swerve drive running then please let me know and we can figure out how to set that up.
