Issue Summary:

In MGS2, if you use an internal resolution that is higher than your output resolution, the game will be zoomed in. For example, my output resolution is 2560x1440, left at 0 in the ini file. Increasing Internal Resolution to 3840x2160 results in only being able to see the top-left corner of the screen. As far as I can tell, this does not happen in MGS3.

MGSHDFix v2.4.0, MGS2 v2.0.1, Steam.

Reproduction:

Increase the internal resolution and make sure it's lower than output resolution, then play MGS2.
