Correct way to add pages (Docker setup)

Good day,

Title says it all, I want to know the correct way that pages should be added.

It seems that the process could be: add a page in the WebUI, and it'll create it at the back, but I've not gotten that right yet.

IS the supported method to first create the page/file on disk, and then to point to it in the WebUI?
