🐛 Diamondhide reports "No effect" on party members if it fails to apply to caster

Steps to reproduce

BLU/RDM with Diamondhide set. In party with another character (trusts work but easier to inspect with a PC)

• Cast Stoneskin on self.
• Cast Diamondhide
• Spell reports as "No effect" for all party members (but it's actually applied)

Suspect this is recurring issue with any AoE (base or forced with modifiers) buff that may fail to buff caster such as Utsusemi

Expected behavior

Spell reports as "No effect" on caster
Spell reports as status gained on other party members where the spell took effect.

It may be related to what I found was needed for jug pet skills. I noticed hare familiar's messages were not what was from the capture, so i made this helper to cleanup what comes from the mobskill functions

unfortunately that primary target binding is only available for pet skills currently. But since jug pets use the "mobability finish" packet just like mobs, i'm guessing the same secondary-target messages are needed
