filename confict for afoot.sty

Both arabtex and ledmac provide afoot.sty, which leads to filename conflicts in, for example, TeX Live.

As far as I can see kpathsea in a full texlive will give you the arabtex one, so the ledmac one has not been usable and we can change its name without affecting anything.

Most of Peter's other packages are under

https://github.com/LaTeX-Package-Repositories/pwilson

or

https://github.com/wspr/herries-press

so I think the best thing to do would be to move this to
https://github.com/LaTeX-Package-Repositories/
rename the afoot package here
(It's not even an actual move as the code is not currently under git, just the issue tracker and a ctan link, but if making changes we should track them in git so start a repo under latex-package-repositories)

I think you're right that the arabtex/afoot.sty will normally be the one found. Yes, please rename the one in ledmac! It will only help, regardless.

Also, if anyone has had any contact with Peter Wilson in the last year or so, please let me know. I fear that he has passed away.
