Add literal value WITHOUT language tag

Throughout the form there are fields where literal values are valid but language tags are not needed (or shouldn't be allowed). Examples for Concept scheme:

• Version
• Creator
• Publisher

Suggest adding a 'none' option to the language selector. possibly also rewrite this dialogue:

"Add a literal value with a language tag" to just "Add a literal value".

Also just commenting that I got some feedback from a user who suggested it may be better UX if you can just enter data into a text box and then designate the datatype afterwards.

A literal widget without language tag is supported in the new SHACL UI implementation. Tagging this as in-progress until it makes it into VocEdit.
