In vocform, I can't add second prefLabe in a different language (fr). This limitation seems to align with VocPub,

VocPub needs to be reviewed on this issue (hi @nicholascar). VocPub advises managing multiple languages as altLabel only. Perhaps this approach tries to ensure simplicity in vocabulary design, but KAI vocabulary projects are anything but simple with respect to concept languages (e.g. Indigenous Data Network (IDN) vocabularies).
Downstream implications: a system serving a catalogue or a vocabulary might serve in a given language, perhaps different to a default authoring language. But how will the system know what labels to display? If a concept has multiple alternate labels in a language but no preferred label in that language, how will the system 'pick a winner' when rendering the concept in some context?
I see this issue as a blocker, especially for IDN work but potentially for future opportunities.
