SC2 spec has a copy/paste error resulting in useless text

In 2.11.4 of the April 19, 2016 edition of the SC 2 spec, reference is made to an information log character vector and the length of that vector. The information log is a concept which does not exist in SC 2. Thus these references should not exist.
