The part has very high tooling and integration costs, as well as a dedicated tooling category but its just a glorified procedural structure, i understand that it used to have a reason to exist with ship manifest but it could be brought back to life.

My proposal is make it a procedural habitat with "surface" and "volume" for kerbalism purposes calculated based on the size of the part.
