TagBot should create an issue about it not being installed #461
Description
IIUC currently if TagBot.yml isn't found on a repo Registrator doesn't create/append to the tagbot comment issue to trigger it.
I think it should create an issue stating that TagBot.yml should be installed, with a link to latest docs.
