Next set of stdlibs to move out into their own repos

Now that we have moved LinearAlgebra to its own repo, we could possibly move a few more of these out:

• Markdown
• Distributed
• Mmap
• SharedArrays
• REPL
• Test

Separately, should all excised stdlibs live in the JuliaLang org? We have a few in other orgs, but I am not sure that is overall a good idea.

At a very superficial level, it's nice to live in the same org because GitHub only allows us to transfer issues within the same org. But I think it's probably a good idea even if this limitation didn't exist.

The last meaningful change to SharedArrays was 3 years ago in ffed6b8 so I think that is prime for excision.

Packages like REPL I am a little bit uncomfortable with since it uses internals and has some backchannel hooks into Base etc.

There are a few benefits of keeping external stdlibs in the JuliaLang org, such as:

1. Issue transfers, as Matt mentioned.
2. Easy to give everyone on the @JuliaLang/committers team access to all stdlibs.

Not a huge deal, I think either way (all stdlibs in JuliaLang vs stdlibs in domain-specific GitHub orgs) is fine, in the big picture.

Yeah, for that issue, it's easiest to keep stdlibs in the JuliaLang org, because I can then just grant committers access to all stdlibs pretty easily.

I would suggest moving the following stdlibs back into the JuliaLang organization,
as their CIs are not well maintained.

  last commit (2 years ago), no depbot
• JuliaWeb/LibCURL.jl
  last commit (last year), no depbot
• JuliaPackaging/LazyArtifacts.jl
  last commit (last year), no depbot

The following stdlibs have been maintained during the year.
Maybe we can just leave it as it is.

  Recently merged non-maintenance pr: Jan 31, fix tests for ...
• JuliaIO/Tar.jl
  Recently merged non-maintenance pr: May 29, Bug fix
• JuliaStats/Statistics.jl

• JuliaSparse/SparseArrays.jl
  Recently merged non-maintenance pr: last week, new feature
• JuliaCrypto/SHA.jl
  Recently merged non-maintenance pr: < 1 week, Bug fix
  I'm maintaining this one, but it's hard to find people to review my pr.

This repository is archived.

• JuliaSparse/SuiteSparse.jl
  We replaced it with SparseArrays, and we still distribute it for compatibility.
