CI is failing due to `CUSPARSEVEC`

We are getting new test failures due to CUSPARSEVEC on CUDAs 11.4 and 12.0, after a driver update, which I'm unable to replicate locally. Opening an issue to track progress on this.

This looks like it might be a driver issue, but the newer driver causes OOMs on CI.
